Understanding the Assessment Process

I wanted to provide a little more data to a post I made last week.  Following the January 20, 2020 West Fargo Commission meeting a resident made a somewhat misleading post claiming the city commission handed out over $30 million in Special Assessments without any discussion.  This is misleading because no Assessments were given out and the discussions go back as late as 2015 on these projects (I joined the commission in July 2018). It’s helpful to understand the process and timelines (which can be complicated).

The facts are that the city commission passed a resolution that pushes a number of projects to the Special Assessment Committee to determine the proper assessments (and take public input).  What I wrote last week was about fighting the right fight.  These projects are complete and all of them were started years ago.  The best way to not have a Special Assessment is to protest the project before it is started…not after it is completed and the bills are paid.  Here is some info to show when the commission actually discussed each of these projects. 

Here are the rough details of each Improvement District that I’m referring to:

  • Sewer, Water, Storm and Street Improvement District Numbers 1305, 1314, 1315, 1318, and 1319
  • Street Improvement District Numbers 2240, 2241, 2243, 2244, 2251, and 2253
  • Infrastructure Replacement District No. 3002
  • Storm Sewer Improvement District No. 4064
  • Storm Improvement District No. 4065

Now, here is a list, by Improvement District, which shows when these were discussed in a Commission Meeting.  You can see exactly how far back they go and therefore get a better idea of when these projects were actually committed to.  When the projects are done it’s a little late to debate whether to pay the bills.
